Emphasis on industrial status: the plenary session put "building a modern industrial system and consolidating and strengthening the foundation of the real economy" as the first strategic task, highlighting the importance of manufacturing as the lifeline of the national economy. As an important part of manufacturing industry, automated manufacturing industry is the foundation of building a country and strengthening a country, and plays a key role in ensuring national economic security and enhancing international competitiveness. Maintaining a reasonable proportion of manufacturing industry and building a modern industrial system with advanced manufacturing industry as the backbone provide a solid policy support and development environment for the development of automation manufacturing industry.

Promote industrial upgrading: the plenary session proposed to optimize and upgrade traditional industries and cultivate and expand emerging and future industries.
